Guy Prentiss Waters, PHD, Chair

Dr. Guy Prentiss Waters is James M. Baird Jr. Professor of New Testament at Reformed Theological Seminary in Jackson, Miss., and a teaching elder in the Presbyterian Church in America. He is author of several books, including How Jesus Runs the Church and Facing the Last Enemy.

Bruce Baugus, Vice-Chair

Dr. Bruce P. Baugus (PhD in Philosophical Theology from Calvin Theological Seminary, 2009) is Professor of Systematic Theology and Apologetics at Puritan Reformed Theological Seminary, where he also directs the ThM program, and is Theologian in Residence at Christ Church (PCA) in Grand Rapids, Michigan. Prior to joining the faculty of PRTS, he served on the faculty of Reformed Theological Seminary in Jackson, Mississippi, for fourteen years (2008–2022). Dr. Baugus is a Teaching Elder in the Presbyterian Church in America, has served as a pastor of two congregations, and continues to preach regularly and serve on various committees of Presbytery and General Assembly. He frequently teaches in other countries and serves on the board of several organizations focused on the global development of Reformed theological education. He is the author of The Historical Roots of Reformed Moral Theology (RHB, 2022), the editor of China’s Reforming Churches (RHB, 2014), and has contributed numerous chapters, articles, and papers. Bruce and his wife Tricia live near Grand Rapids and are discovering the joys of being grandparents these days.

Patrick Yu Wang, Executive Director of FCRTS

Patrick was born in Nanjing, China, and was baptized in a house church in Nanjing at the age of 16. Patrick and his wife, Lan, immigrated to the Greater Vancouver area almost twenty years ago and have two children. He holds a Bachelor and a Master’s degree in Clinical Medicine from Nanjing University Medical School, a Master’s degree in Christian Studies from China Reformed Theological Seminary in Taiwan, and a Master of Theology (ThM) from Puritan Reformed Theological Seminary in the United States.

Patrick is a Teaching Elder in the Presbyterian Church in America (PCA) and is currently the church planter of the Grace Providence Church in Metro Vancouver, the first Chinese speaking PCA church in Canada.

Tim Yates, Asia Director of FCRTS

Rev. Dr. Tim Yates, ordained in the PCA since 1991, graduated from Geneva College (Biblical Studies, Counseling, 1984), Westminster Theological Seminary (M.Div. 1989, D.Min. Counseling 1997), and NorthWest University, South Africa (Ph.D. Theology-Apologetics, 2021). He has served as CRTS residential teaching faculty (1998-present), Academic Dean (2009-present), and Dean of Biblical Counseling (2002-present), teaching in Mandarin. His research and teaching focus on applying the spiritual, relational, and material formation patterns in the Westminster Larger Catechism to biblical counseling. His dissertations, books, articles, and hymns, in both English and Chinese, are available for free on his website at www.bethoumyvision.net. He and his wife, Barbara, have been married since 1984, and together they have seven children and eight grandchildren.

Cartee Bales

Cartee enjoyed a thirteen-year career in technology management and consulting in both small companies and larger enterprises. Along the way, he earned a B.A. in Business Administration from North Central College, IL. In 2001 Cartee left technology to begin Master of Divinity studies at Trinity Evangelical Divinity School, while serving as Executive Director and Missions Chairman at Naperville Presbyterian Church (PCA). Upon graduation with honors in 2005 with a Missions and Evangelism emphasis, Cartee joined the pastoral staff at the Kirk of the Hills and was ordained as Minister of Outreach in October 2006. In 2009, he answered the call to serve as Director of South Asia for MTW. In 2014, He assumed responsibility as International Director of Asia/Pacific with MTW, later returning to the United States to take on the role as MTW’s Senior Director of Field Operations in 2018. In 2025, he was called to the role of Chief Administrative Officer of MTW, where he now serves. He and his wife Colleen were childhood friends, and have been married since 1980. They have two married adult sons, Ryan and Joshua, and two grandchildren, Eamon and Frances.
